The image is from 1932 and shows the Micheline, an experimental train with pneumatic tyres. It was produced by Michelin in France and was travelling from Bletchley, Buckinghamshire, to Stoke. It is pictured outside Rugby station, but not at a platform, as its design meant that it was too low down to use them. The machine, heralded as providing a smooth, almost silent journey, was capable of 60 mph, but problems with punctures meant it never really caught on.
