Cissie was born in Newbold on October 31, 1916 to Arthur and Mary Moore.

She had two brothers and went to school in Newbold before starting work at the BTH factory. She met and in 1939 married Charlie Webb, with the couple making their home in Hillmorton. Their three children, Allan, Pat and Pauline were born there but in the mid-1940s the family moved to the new-build housing in St Anne’s Road on Overslade and that is where the children grew up.
