Decision time for Rugby mast site proposal: development will house 14,000 people

Roads to Rugby’s 6,200-home mast-site expansion will be built before any homes, according to new documents.

The vast development, which will home around 14,600 people and increase Rugby town’s population by 18 per cent, will be discussed at a special meeting of Rugby Borough’s planning committee on January 8. A final decision on the project in its entirety is yet to be made, but on Wednesday plans for the road infrastructure and other details are likely to be approved.

The plans were submitted in September and had been modified to take into account concerns of nearby residents, and traffic management has long been one of their biggest long term concerns.

The planning document specifies that the surrounding road infrastructure is to be built while the homes are built, amid residents’ fears over the existing road network being over-capacity.

Clifton councillor Leigh Hunt is among those to have raised concerns, with a major expansion of the DIRFT site also likely to affect the village.

She said: “Both of these developments are on top of already increasing levels of traffic through the village, and can only make matters worse.”

A junction from the A428 will be built before any homes, a second junction will be built prior to the occupation of the 100th home, and a third junction from the A428 and a fourth junction will be built prior to the occupation of the 4,750th home. The two link roads to the A5 will both be dual carriageways.

The developers will also contribute over £4.5m towards improving the existing road network, including traffic calming measures in Clifton. Some £1.7m will go towards improvements on Brownsover and Boughton Roads and £900,000 will go towards improving the A426 and the Avon Mill Roundabout.

The developers are also contributing tens of millions of pounds to new schools and GP surgeries.

The site will include a secondary school, three primary schools and 31 hectares (the size of around 40 football pitches) of employment land and is expected to take around 20 years to build, probably starting in 2015.
