Are we just following the Americans?

As the date for the election of a Police Commissioner approaches, and bearing in mind the recent failed attempt to foist ‘elected mayors’ onto our cities, where those concerned clearly stated they saw no need for them, I would like to ask:

1. When and how were the electorate of the UK asked if they wanted or even needed a local Police Commissioner?

2. Would not the huge cost of both organising their election and then paying them not be better used in resourcing more police to keep crime off our streets?

3. Is this yet another example of what the USA does first must be good, so we have to follow suit regardless?
